I recently was building a 510 for an Exodus series. What I found during the engine build was enlightening. I have more to share once I get some time to further investigate this engine building program that this will be.
Looks like real life power building scenarios will be norm this time around.

The plan is to upgrade to the turbo. This places a strain on every other part as every other part is designed to make only 98 HP. So finding the weakest link is easy. Which part when changed gives more power?
The reason that I found it was I placed the turbo on it and checked back in the engine area and found that both sport and race turbo only had a gain of 7HP. I put on the intercooler and it went up to 14 on the sport and 10 for the race. (scratches head) Exhaust did the same thing.
I've seen intakes jump a couple because of a filter upgrade and I've also seen them drop one because of too good of a filter upgrade weakened the air charge.
As a preliminary guide, go filter, ignition, carb/fuel, intake. That's how to work the front side in order to reduce restrictions and increase efficiency. Most rear sides (exhaust) are as big as you can. Plus they just sound cooler.
I would save the displacement until the intake side has been addressed. Should be a big pick up there. And really worthy for the rev happy VTEC crowd. In fact you might start there and compression with those as they have a gain across the board.
It will also be interesting about the flywheel upgrade. I would think that too much would hurt a small, high winding engine. Might be worth to check out. I would say start/finish on the 'Ring might have enough grade to prove it. Too light of a flywheel on a small engine actually loses hill pulling power. With a cylinder firing each 180 degrees of crank rotation (in an I-4) the flywheel stores it and smooths out the power output. V-8's have one fire every 90 deg.

So I've actually pulled myself away from MW2 multiplayer long enough to check into this. What I've found is interesting.
It seems that displacement, ignition, head, and compression are even additions to power (as they should). They move the power curve equally from bottom to top about the same. When added to the race turbo stayed the same.
Now air filter, intake and exhaust made a difference in the power built by the race turbo. Sport level upgrades made the race turbo only slightly higher that sport. More difference was shown with higher levels. So those mods made the the engine more efficient to other mods.
As stated before until the restriction in the intake is taken care of the two largest intercoolers actually lost power on the race turbo.
Cams came into their own in this case. Gains were huge with them and equally huge for the sport and race turbo upgrades. Reason is that the higher rev limit means the more time at higher boost levels. Say turbo is full boost at 4000 RPM. It stays at that power level for a longer period. More boost adds more to the punch.
However, I have not track tested these combos as I had someone egging me into an online racing. This was just buy all the mods and mix and match for best results.

Wow, you're really putting some cool thought into this. I have noticed that the AUD goes along the same way, intake side first, the air filter and valves usually first.
I'm sure that the most of the most get's you to the same place, but it will be interesting to see how much difference can be made in the lower levels by following sound engine building technique.
